THE BUSINESS CHALLENGE
The Criminal Law Enforcement (CLE) Division of the Texas Department of Public Safety needed a system that would allow it to streamline and effectively distribute data among its three service areas: Special Crimes Service, Narcotics Service and Motor Vehicle Theft Service.
RFD was approached to develop CLERIS (Criminal Law Enforcement Reporting and Information System).
THE RFD DIFFERENCE
Via CLERIS, RFD staff provided one solution to unify and automate CLE’s vital services. CLERIS is a Windows-based application developed using PowerBuilder and EA Server. CLERIS provides the capability to input, query, and report information pertinent to criminal investigations.
CLERIS provides a secure, user-friendly data capture and reporting system for case file investigations and promotes sharing of data among CLE investigators and between CLE and other law enforcement agencies within Texas and across state boundaries. It streamlines the report approval and review process.
Furthermore, CLERIS enables the TxDPS investigative community to have paperless processing of cases and has provided for the automatic renewal of investigative and intelligence files to insure compliance with federal and state regulations, which reduced a mounting backlog of case reviews.
NOW AND THE FUTURE
RFD’s close involvement among TxDPS services over the past several years has successfully eliminated duplication of effort and allowed investigators to directly enter reports while insuring better records and work management. Since managers can now review and anticipate workload through better reporting, CLERIS successes also include:
- Aiding Texas DPS in interstate crime fighting
- Offering a Workflow Management System
- Sharing criminal information with other states
